im so confused i have no idea how to add friends

sure no problem bru! If you scroll down to the very bottom of someones page it will say stuff like "only accepts messages from 20-30 year old users" or "Doesn't accept messages from Uganda" etc. SO, if you aren't in their age group or country you can't add them! xD
