I do not think that you would make a lot of friends on chat roulette faster than on this site.
It's not difficult to talk to to people. Just find people whom you are interested in and strike up a conversation.
In my opinion, this site is a lot better than facebook or chat roulette.
Anyway, it's up to you to decide whether you want to be a member of this site or not. But if you ask me, being a member of interpals never hurts.

For example, you may look for people from Germany. When you have found them, you can talk to them on here by sending messages and then when you've gotten to know each other you may invite them to have a chat via web-cam. I hope it does not sound like a bad way to go:)

This site does not have such an option. The members cannot talk to each other via web-cams. You can just find somebody and invite them to have a conversation on skype via web-cam. The only problem is that when you do it too soon girls think that you are hitting on them and guys think that you might me gay. It sounds ridiculous, I know. But it's just the way it is.
As for me, I invite people to talk over skype when I've known them for some time, say, two weeks.

Did it live up to your expectations?
You just need to know the golden rule of interpals. Never send people friend requests without having talked to them first. That's just the way it is:)
